Bug#89038: mime policy copying update-mime(8)

If we're going to keep mime-policy, that sounds like the right solution to
me.  We should at least consider merging the small amount of information
in mime-policy back into Policy 9.7 and continuing to just defer to
update-mime(8) for the file format, though.

Any opinions on which would be the better direction to take?  I agree with
the original bug reporter that mime-policy as it stands right now should
be merged into Policy and cease to exist as an independent document unless
we're going to add more detailed information to it.
