Bug#484706: debian-policy: policy is not policy compliant? Fails in postinst.

Hi,

Shouldn't the debian-policy package follow the Debian policy? :-)

# dpkg --configure -a
Setting up debian-policy (3.8.0.0) ...
/usr/share/doc-base/debian-policy-process: cannot open control file for reading: No such file or directory

And indeed, there is no file named /usr/share/doc-base/debian-policy-process.

This is on a heavily mixed (sarge)-etch-lenny-sid(-experimental) system.
But IIRC few things from elsewhere (only a few "leaf" packages like
w32codecs, IIRC).

Since I don't like to leave unconfigured packages around, I've just
uncommented this particular line in postinst for now.  I'll (try) not
(to) install too much stuff just now in case you want to know other
versions of installed packages.
