The BTS provides the information as to which bugs have severities
which are defined as release critical. The RMs make the final
decisions as to which bugs *are* release critical, but they record
this decision in the BTS by setting the severities.

They are one and the same. [If you're refering to how Debian actually
operates and does things, wether debian-policy is the appropriate
place to file bugs depends about what you're actually talking about.]
