No this is correct: Depict it this way: there is the policy and the
policy text. The former is a set of rules, advices, etc. while the later
is a set of UTF-8 characters. Change to the policy text is done by
the group of maintainers, but they do not have authority to change the
policy itself. e.g. fixing typos certainly change the policy text but 
not the policy.
