That wasn't all that helpful a response - I should probably drink more
coffee before sending email.

So, to be precise, what adduser does currently is to say the normal user
range is 1000-29999.  This is a setting in adduser.conf, easily changed
by local admins and not overridden by any code checks.  It would be easy
enough to change the default adduser.conf if this goes into policy.
