Looks good except:

We have more lib.*-tools (22) than lib.*-runtime (15). I wonder if we
shouldn't rather recommend *-tools... it's probably more explicit to the
end user too. On the other hand, it might create undue expectations.

That said: seconded whatever naming you choose.
