Bug#462996: Document requirements for copyright file.

Hi,

        Since the requirements stem from the FTP masters, and might
 change over time, or b added to, instead of duplicating the
 requirements in policy, perhaps the policy should just note that there
 are external requirements imposed on the copyright file by FTP masters,
 and in a note add the location of the FAQ.

        This would prevent the policy from getting out of sync wuth the
 actual existing practice, which is somewhat separate from policy
 itself.
