Bug#250202: "debian/README.source" file for packages with non-trivial source

That seems like a good idea, actually; not because I expect people won't
refer to other documents in the absense of such a clause, but rather
because I feel it to be quite likely that they _will_ refer to general
reference manuals otherwise.
