Policy 7.2:
>(The other three dependency fields, `Recommends', `Suggests' and
> `Enhances', are only used by the various front-ends to `dpkg' such
> as `dselect'.)

Since apt uses Recommends now, and can show Suggests, perhaps it would
make a better example here.  In any case, dselect now by no means
represents the most popular dpkg frontend.
