Bug#455602: debian-policy: Examples of dpkg frontends should mention apt now

Policy 7.2:
>(The other three dependency fields, `Recommends', `Suggests' and

Since apt uses Recommends now, and can show Suggests, perhaps it would
make a better example here.  In any case, dselect now by no means
represents the most popular dpkg frontend.
