Hm.  I have no idea what the boundaries of that exception should be and
what constitutes "privately, amongst a cooperating group of packages."  At
what point should a virtual package be listed?  We already list several
packages that seem possibly equivalent, such as ispell-dictionary.  I
certainly don't want to get in the way of anyone doing work, and I'm happy
for this to be an exception, but it would be good to sort out just what
the exception is.
