Which also means the value should differ between package. So one can't
just put one value into the .${SHELL}rc but it needs to be somewhat
specific to the package.

My suggestion therefore remains to query a script about the
parallelism to use given a few hints (language used, rough memory
estimate, ...).

The source would pass the hints to the script, the developer building
the package sets some boundaries in /etc/<script>rc and/or
~/.<script>rc and the script just returns the parallelism to use.
