Yes, yes, yes!!!  This is a great idea!  And let's have a consistent
meaning for MUST/SHOULD/MAY (ideally, one which parallels the RFC
usage for simplicity): MUST is RC if it's not done, SHOULD - hmm, is
this RC or not?  Could have two meanings: "RC if not done, unless
there's an exceptional reason not to conform", or "Will be RC in the
future, so get ready!"  Perhaps we could disambiguate these two
possibilities?
