again someone asks for what to do about gcc 2.95->3.2 transition and
the right place would be to point to the debian-policy package just as
with the libc6 transition.

Please include

Regardless of the merits of including transition plans in the Policy
package in general, this particular transition (gcc 2.95 to gcc 3.2) is
now so far in the past that I don't see any point in leaving this bug
open.

The project has since found other ways of discussing transition plans, and
my guess is that eventually the libc transition document will either be
kicked out of the debian-policy package or put somewhere appropriate as a
historic document.
