Agreed.  Those look misplaced.  Does anyone disagree?  For reference, the
text we're talking about is:

     The category and section for each package should be specified in the
     package's `Section' control record (see Section 5.6.5, ``Section'').
     However, the maintainer of the Debian archive may override this
     selection to ensure the consistency of the Debian distribution.  The
     `Section' field should be of the form:
        * _section_ if the package is in the _main_ category,
        * _segment/section_ if the package is in the _contrib_ or
          _non-free_ distribution areas.

     The Debian archive maintainers provide the authoritative list of
     sections.  At present, they are: _admin_, _base_, _comm_, _contrib_,
     _devel_, _doc_, _editors_, _electronics_, _embedded_, _games_,
     _gnome_, _graphics_, _hamradio_, _interpreters_, _kde_, _libs_,
     _libdevel_, _mail_, _math_, _misc_, _net_, _news_, _non-free_,
     _oldlibs_, _otherosfs_, _perl_, _python_, _science_, _shells_,
     _sound_, _tex_, _text_, _utils_, _web_, _x11_.

I believe contrib and non-free should be removed from the list in the last
paragraph, as they're categories not sections.
