It should be bashed for scripting. It's a horrible scripting shell with a
bunch of problems, starting with but not limited to its I/O redirection
support.
Interactive shells have different needs, though, and Policy doesn't say
anything about using csh as an interactive shell that I'd seen (if I'm
wrong, please do point it out).
