        This was not over cautious language. It reflected the actual
 situation, and was worded so the reader was aware that there was a
 matter of timing.

        Why? You wanted us to release Etch without base-files? Or with a
 policy violation that would nominally have been a serious bug but would
 have been ignored for Etch? Added yet another issue for people to
 nitpick on, and perhaps add to the woes of the release process? This
 makes no sense, compared to the actions actually taken.

        The way it was done, the reader was made aware that the
 situation with respect to policy and base-files was in a state of flux;
 and I doubt if people were confused. 

        A mismatch between what policy said and reality would have cause
 more confusion.  Seems like what we did was  the better path.

        Then the official policy has not changed, and no one really can
 see the new language.  We might as well have not done it.

        Sounds like a whole lot of to do about a very little thing.
