        Then the said user should make sure they  don't do this. The
 package seems to be providing an individual user on the system an
 option to use a more recent version of the package themselves,
 privately, without affecting the rest of the users.

        I think it would be wrong for policy to try and restrict user
 choices, or to make it harder than usual for them do download stuff
 into their home directory.
