No, only if the local administrator has not read the manpage of
update-rc.d, in particular the second paragraph in the section
"INSTALLING INIT SCRIPT LINKS":

| can rearrange the links, provided that they leave at least one link

I think this is a non-bug. It's rather a FAQ on the users' lists.
