The only negative comment from Adam Heath are about the lack of dpkg
patch, but such patch was duly provided.  There is a negative comment
from Scott James Remnant but he was not part of the part of the initial
discussion (he became the dpkg maintainer 6 months after the discusion)
and did not get to the root of the matter.

I agree that this is not documented in the bug log (because it was not
actually proposed there), but doogie was quite vocal about it at the time
on IRC (to the point of /ignore-ing mrvn for merely suggestig the idea).
Anyway the opinion of the current dpkg maintainers is more important.

You are not exactly wrong: there is not a lot of evidence we will get
an answer from the new dpkg maintainers any time soon. Maybe you could 
ping the bug #229357, you might have more success than I did.
