Bug#140757: marked as done (debian-policy: init.d script shouldn't be executable by non-root)

Problem:

When my neophyte girlfriend tries to do "/etc/init.d/gdm stop" as
non-root it does run, but says (erroneously):

  Stopping GNOME Display Manager: gdm not running.

This is obviously a permissions problem.  One solution for it would be
to disallow non-root users to run the scripts in /etc/init.d.  Thus, I
would like to see the following text appended to 10.3.2:

"
Only root should have execute permissions for the init.d scripts.
"

Newbie alert: As I have never submitted anything to debian-policy
before, if I've done some silly mistake(s) I'd like to be notified
about them nicely :-).
