Bug#88249: marked as done ([PROPOSAL] policy process must explicitly include relevant package maintainers)

I think we found a flaw in the policy process here: policy changes should be
cc'ed to the relevant package maintainer both on the initial proposal other
state changes (like becoming an ammendment and being accepted). I'll file
this as a bugreport to change this in the policy process.

I completely missed this proposal somehow, so I never even thought about
implementing this in dpkg-buildpackage.

We actually should consider another change: something can not become policy
until there is an existing implementaiton. This rule is also used in the RFC
process, and works great there.
