Hi Martin,

I agree with Russ that before putting too much weight on this directive
we should think about how to handle overwritten generated files.
According to current policy files like config.guess and config.sub must
be restored by "clean".  Some of the packages I maintain violate that,
and I can imagine that there are many other packages violating that,
while this is not a problem for rebuilding the package a second time.  I
suggest considering to modify policy accordingly, thereby loosening the
current policy.  (And in my opinion "must" can be replaced by "should"
but I may be overlooking a reason to keep "must".)

I agree with you to ask all package maintainers to add a policy
compliant "clean target".  I'm not sure about the severity "serious",
see above.
