Sort of. But policy is not usefull here and existing practice in some
8000+ source packages has a little more weight. The time to change
sbuild to what policy says was some years ago. Now it is way to late.

Now we have to fix just policy or policy and sbuild/dpkg-buildpackage
in a way that doesn't break every source in debian.
