Bug#96597: marked as done ([PROPOSAL] native packages should be required to contain changelogs)

I'm looking at section 13.8 in the current policy.  It seems that
section requires non-native packages to install the debian changelog
but suggests with an at-most should that native packages do so.  I
believe that policy should require with a must native packages to
install the Debian changelog.  If there are cases where the name of
the changelog is inconsistent for Debian native packages, that's OK,
but I believe it should be RC not to install the package at all.
