Summary: Sync with Manoj: Fix tasksel errors

Policy does not describe the current tasksel/tasks situation very well.

Developers should never add Task fields; they are added via overrides
that are taken from tasksel's lists of tasks. The contents of tasksel's
tasks are determined by the various maintainers of those tasks.

Tasksel has not supported task packages since sarge's release, although it
does provide other useful ways for third parties to define tasks without
using the Task fields.

* policy.sgml: Since after removing the two incorrect paragraphs, there
  was nothing that a general maintainer needs to do about tasksel task
  selection, it makes no sense to have this section in policy. removed.
