Debian menu policy an impediment to innovation?



What do you think about updating debian menu policy to say something
about allow a GUI app to update the menus? There is nothing in the
current debian menu policy that stops this, but there isn't anything in
there that makes it simple either.

My personal opinion is that menu structure is far too dynamic,
customizable, and personal to be put in a policy document at this point.
What if someone wants to implement menus that are dynamic based on use?

What do you think?  Is there any plans to support user editable menus?
