Discussing CGI / PHP Policy



I'm working on the Bugzilla package and for enhancing the work around
the maintenance, I argue with Bugzilla developers about packaging
issues.

Indeed, my goal is to provide a package as close as possible to the
upstream version _and_ which will respect the Debian Policy.

During the current packaging, I've explained to Bugzilla developers that
all CGI files have to go under /usr/lib/cgi-bin/$package in Debian (which is what
is done in the Bugzilla package).

Then, one of the Bugzilla developers underlined the fact that there is
nothing explained in the Policy concerning PHP scripts: maintainers can
put them anywhere. 

Ideally (I'm aware of what such a change might cause), would not it be
better either to apply the same restrictions to every server side
scrips, or at the opposite, remove restrictions that apply only on
the particular case of CGI files?

On the other hand, the word "CGI" in the Policy might be understood by
its first meaning, which is Common Gateway Interface and which would
wrap every server side scripts (and thus PHP ones).

Could you give me details on this issue?
