The expanded version in that folder is indeed an older version (2.1).

/usr/share/doc/debian-policy/fhs-2.3.{html,pdf.gz,ps.gz,txt.gz} however are,
as their name suggests, version 2.3 of the standard, which is current.

The most likely reason for this arrangement is that Policy currently
requires adherence to version 2.1. There are already bugs open requesting
this to be updated, so I'm merging this.
