Bug#117916: debian-policy: httpd-cgi virtual package

Hi,

I took a look at the current situation of web server packages providing
httpd but not httpd-cgi. There are now just two packages left with no
action on the bug reports: aolserver4 and boa. Both are CGI-capable,
judging by their package descriptions or websites. The other two,
bozohttpd and mzscheme, have taken care of httpd-cgi in one way or
another.

Neither of the remaining packages has had a maintainer upload since the
bug report; boa had two NMUs in the next few days and none since that.
