Summary: Minor typographical and other bug fixes

have been the result of Bug #256076 ("debiandoc-sgml: <enumlist> is
totally broken") which is mostly fixed now.
Making the UR:S for the various down-loadable version of policy document
also closed Bug #308886
The spelling corrections enable us to close the bug #309162
* policy.sgml: Provide the URL for the down-loadable version of policy
documents in various formats, instead of just providing a link.
Various spelling errors were also corrected in a spell check run.
