see "Details of unpack phase of installation or upgrade" (Policy section
6.5). If a package is upgraded and "<new-preinst> upgrade
<old-version>" fails, "<old-postinst> abort-upgrade <new-version>" is
called.
This is missing in the Policy Manual:
