Debian requires a *POSIX* system to work. VFAT ain't POSIX, so no dice.
There is no need to get a policy stick for this, it is common sense.

For the poster which is using VFAT, please check if you can use UMSDOS
instead, it attempts to emulate a minimal POSIX filesystem, and should work
just fine.

I'd much rather a failing chmod or chown be noticed, because they *are*
indicating a problem in every sane configuration (and no, using a pure VFAT
filesystem to store UNIX programs is NOT sane).  So, IMHO, the emacs package
is correct, and changing that would be akin to breaking it for no good
reason.
