Yes, assuming they know what they are doing and change those levels in
a sane and proper manner.
Otherwise they're just abusing the system. As a general rule, unless
you're the submitter, the maintainer, or an RM, you shouldn't be
changing severities. (The submitter probably shouldn't be changing
them either unless the first severity was in error.)
