	Hi,

	I propose that the perl policy includes at least a chapter or
section titled dh-make-perl so that the existence of this tool is
obvious just by reading the table of content.

	I spent some amount of time fighting to build a Debian perl
package before someone told me that dh-make-perl existed. The good
thing is that I learnt a lot. From a simple efficiency point of view
what I did was somewhat sub-optimal :-)

Hi,

        There is no need to mandate helper packages in policy. There
 ought to be HOWTO's and documentation of helper packages which, in
 addition to developers reference, should suffice.
