Please make a policy on if duplicate bug reports should be closed or merged.
Bob and Bill send reports on essentially the same bug.
The maintainer closes Bill's instead of merging.
Bill feels bad, and will not get notice when the bug is eventually
fixed too!
Say 20 people report the same bug. How are we to pick who is to have
the exclusive privilege of being left in the loop?
What is the merge function for then?
