For other packages I suggested using:

Depends: type-handling
Conflicts: not+linux-gnu

or for similar cases but not linux:

Depends: type-handling
Conflicts: mips, mipsel

This make the package unbuildable due to its Build-Depends, i.e. says
the package is not buildable on those archs.

For the buildds the package still needs to be added to the arch
exclude file (since wanna-build/quinn-diff are not smart enough).

Could this way be formulated as a policy?
