Bug#273696: debian-policy: define "small file"

Policy says:
     Any additional documentation that comes with the package may be
     installed at the discretion of the package maintainer.  Text
     documentation should be installed in the directory
     `/usr/share/doc/<package>', where <package> is the name of the
     package, and compressed with `gzip -9' unless it is small.

It would be best to define "small". As block sizes users use differ,
one can't pin down at exactly how many bytes savings will occur, so
perhaps just say: as of year 2004, "small" is defined as 4096 bytes or
less.

By the way, I would replace all the gzip -9's in the policy with gzip --best.
