Bug#267142: debian-policy: Sections 10.4 and 6.1 are inconsistent (Posix doesn't say what you think it says)

We're talking about what the Debian Policy Manual requires.  It says
you must restrict yourself to Posix-specified shell features, but you
do *not* have to restrict yourself in the use of other Debian
programs.

Nobody is starting a "crusade against extraneous builtins".
