According to section 1.1. of your policy, a violation of a "must" in 
your policy is a "serious" bug.

AFAIK the word of your RM is not worth more than the text written in
your policy (or one word of your RM would be worth more than the whole
policy process; in this case your RM should become the official
maintainer of your policy).

Clearly your RM can say that some RC bugs are ignored for the next
release because fixing them would not be easily possible and they would
be tagged "sarge-ignore" (which would be silly for easy bugs as the ones 
this discussion is about).
