Section 10.4 of policy.txt.gz states:

 See _Csh 
 Programming Considered Harmful_, one of the `comp.unix.*' FAQs, which
    can be found at http://language.perl.com/versus/csh.whynot.  

That URL no longer works.  I suggest replacing it with:
    http://www.faqs.org/faqs/unix-faq/shell/csh-whynot/
