Bug#250202: mandate a common name for "patched source" and/or "unpacked source"

Uh -- right. Especially since I mentioned that point myself, for this
very proposal :-)

Let's assume I said "should" instead of "must". We can make it a must if
"most" packages that would require it, provide README.source
