Bug#252392: debian-policy: Small wording change

Section 4.3 of the policy ends with the sentence "This makes it
impossible for someone else to later reconfigure the package."  It's not
too difficult to figure out what is meant by this, but for the sake of
clarity, wording like "without losing the Debian-specific changes"
should be added to the end of this sentence.
