With such a small number of packages affected, I would say that this
qualifies as "privately, amongst a cooperating group of packages".  In
other words, I'd rather see you take this up with the affected
maintainers, and then present us with a fait accompli.

Even if you don't do that, I'd like to see buy-in from the affected
developers, especially the ifupdown maintainer.  Note that official
virtual package names, unlike policy amendments, merely require
discussion with no objections.  Seconds are not required.  However,
for what it's worth, if you come back with an agreement from the
affected package maintainers, I'll support the proposal.

(You'll obviously need a better name, but I think that between the
involved maintainers, you should be able to come up with something.)
