Wrong. The documentation should be where it belongs -- along
with the rest of the documentation for our packaging system.

Even the developers reference is not, IMHO, the documentation
for our packaging system. Wed need a manual for our packaging system
-- one that is policy aware, so one need not look into multiple
places for things.
