Uploaders is an interface for the archive scripts which dpkg is merely
the vector. Other tools use the Uploaders fields to gather informations
about co-maintainership (e.g. qa.debian.org).  Changing the interface at
that point would break them.

Of course it involved standardizing on an implementation, but by the
nature of Debian, only the versions actually used by the archive 
scripts have any chance to run.
