package updates in stable

Hello, 

I have following question:

In 'stable' are generaly only Security-Updates...

But whenever a new release comes, there are more Packages updated 
as the the ones from 'security'. 

Now I have the package 'locales' which has the BUG, that it does 
not save the generated locales. This BUG is knon since r0. 

So I think, this is a BUG which can updated from one release to an 
other. 

Reading the Debian Policy, - which will permit the update !

Any Ideas ?
