Hmm, so packages that need to update the runlevel setup have to go through a
remove-then-add operation.  I didn't recall that, but so be it.

So, local-admin-changes cannot even be done normally using update-rc.d, it
will simply do nothing unless all links were removed.  You need the same
steps a package would have to take: remove-then-add-back.
