Well, last time there was a discussion about this I wrote this as a
"proof of concept" that it *was* indeed completely possible:

And woody has around 9000 packages.

There will always be people also for which this policy makes no sense
at all, but it exists (among other things) to let people install all
optional or higher packages without any conflicts at all.

If demoting some packages to extra because they conflict with an
optional package seems wrong to you, not being able to install all
optional packages without conflicts seems more wrong to me.
