This is already the case. See section 10.9

Could you expend how 1 2 3 above implement that?

Anyway, I disagree with this approach. The correct approach is 'if I
don't know whats going on, give me a consistant default i.e. always the
same for a given configuration, not a default that change for each
launcher programs.'
