No, this is not broken, this is just not what you would prefer. Currently,
mozilla or worse netscape is hardcoded in lot of software and they do
not even check whether they are available. *That* is broken.
Joey has spent a lot of time fixing this issue.

Then write a /usr/bin/desktop-auto-detect-browser program that
autodetect the current environment and launch the correct browser, and
give it a higher priority.
The choice of the browser belong to the user, not to the program.
